The Inspection Project of the LPG Price Subsidy Program

In order to fulfill four principal achievements of this research project, we have completed several planning and research processes listed as followed: 1.Execution of subsidies schemes including forehand operation on application, qualification and appropriation. i.The project has completed the LPG price subsidy processing, reviewing, and appropriation from March to December of 2009 with a total application of subsidy from each station for 96,926,543 liters and executed four times of the on-site auditing and one non-informed auditing for a total of 145 station-times.The project implemented 4 times of the on-site auditing operation to inspect the truth of applications from the operators, which also enhanced the interaction with the business operators and the understanding of the current business operating situation as well as market information for the project. ii.The on-site auditing results revealed that every station has installed video monitoring system to record clear image of each pump in accordance with the regulation. However 4 stations that were found not to comply with the requirement of preserving the images for 3 months were requested to improve their video equipments and to have their video files include the date of recording for inspection, thus a higher number of sampling for these stations were also conducted. 2.Integrate and built the databank for gas-filling records The project has integrated and built the databank for gas-filling records and completed the computerized review system with vehicle license scan databank and vehicle registration databank. And, the computerized review for subsidy application has been available since July. The LPG information management system website has been available for on-line operation since December to provide immediate searching for most updated Hybrid-LPG vehicle registration and gas-filling records in the past years, while gas refuel station operators can obtain information through the website regarding progress of the rejection and make-up of documentation as well as the appropriation. 3.Collection of international and domestic LPG relative information with advanced comparison and analysis i.International parts In order to assist the development of promotional strategy for Hybrid-LPG vehicles, the project collected the promotional policies of South Korea and Japan. It was found that the major reason for South Korea’s fast growth in Hybrid-LPG vehicles was due to the protection of LPG fuel price such as the benefit on excise tax and business tax, and the ratio of price difference between gasoline and LPG was once at its highest 100:22. The high availability of gas refuel stations in Japan and the development of LPG equipments and Hybrid-LPG vehicle Taxi vehicle models by the Japanese vehicle industries, which provided confidence and support to motorists, were also the successful promoters for Hybrid-LPG vehicles behind the scene. ii.Domestic parts a.The project has completed 1000 questionnaires for motorists who have converted their vehicles to use LPG, and 30 questionnaires for gas refuel stations as well as 300 questionnaires for gasoline vehicle owners. Taxi drivers occupied the most of people who converted their vehicles to use LPG mainly for the reason to save their expenditure on fuel oil. The main reasons for people who regretted for the conversion were inconvenience (61.8%) and frequent malfunction after conversion (46.7%). The reason for motorists not willing to convert was the inconvenience to refuel gas (46.7%). b.It was found from interviewing conversion plants that the major reason for the reduction of converted vehicles was the long processing time needed for the related application for certification of emission for gasoline and Hybrid-LPG vehicles, which increased the cost for testings for the conversion plants, therefore the subsidized vehicles were limited to taxi vehicle models. The over convergence of the gas refuel stations in the metropolitan areas also caused people to feel the inadequacy of gas refuel station. 4.Enhancement of training, education and business practices The project invited gas refuel stations, conversion plants, local environmental protection bureaus, scholars and experts in the related fields respectively in holding one coordination meeting for environmental protection bureaus, two workshops for gas refuel stations and conversion plants and one seminar with scholars and experts, respectively on November 23, August 10, December 28, and December 31 of 2009.And the seminar with scholars and experts to review the current promotional policy and its system as well as to discuss future promotional direction and measures through these meeting.
